Purpose • Supports the Project Manager in the carry-out of the Project, during construction / Commissioning phases, in reaching the objectives in terms of global construction site HSE and Quality of specifically civil works execution. • Bring technical expertise for all matters related to the civil construction works by supervising the contractors’ execution works • Put in place procedures and ensure that the Group policies and Directives are followed by any person involved in the Project during pre-construction, construction, commissioning, equipment installation and start-up.
Key responsibilities • HSE policy: Define & propose to management the HSE policy to be applied to the construction site in accordance with Local regulation and global branches and site standards & guides • Organisation: - Setup the HSE organisation for the construction period by defining - Organize the agenda, send the courier and organize the archive of the project - Assist the HSE roles & responsibilities for the company, the EPCM company and the various contractors - defining the ways of working during that period : meetings, inspections, audits and reports • Documentation: define the HSE documentation system to be implemented by the EPCM Company: general & specific HSE requirements. • Audits & Inspections: weekly construction site audits using specific template. • Reviews: proceed weekly review with EPCM and contractors of - incidents, accidents and near-miss reports - audits & inspection reports - decision about disciplinary measures & rewards • Reporting: issue weekly construction HSE reports that include the following information - incidents, accidents and near- miss - statistical data - audits & inspection outcome and action list progress • Review closely the design works performed by third parties, more particularly in relation with the local design institute, in order to ensure that design will comply with the local regulations. Ensure necessary corrective actions are taken on time. • Ensure when necessary the right contacts with the local technical bureaus in order to ease the permitting process till completion of project. • Supervise the contractors during construction phase and ensure respect of design and specifications, as well as ways of execution and respect of coordination planning. Ensure that no deviation from scheduling will happen or propose corrective action in coordination with the EPCM company. • Address on the spot any identified Quality deviation by putting in place the necessary correction as well as any observed deviation related to HSE. • Supervise closely activities during commissioning activities and qualification, and identify during that periods of time all necessary correction or adaptations to be done before hand over to users. • Ensure all these responsibilities and actions are done in full coordination with the EPCM program.
• Engineer • Expertise in Civil construction works with HSE qualification. • Bachelor of Business Administration • Fluently in English • Vietnamese: mother tongue • Already involved in foreign projects as HSE supervisor of Engineering companies and contractors in his expertise field. Able to review drawings & specifications and to drive contractors’ activities on construction site. Risk analysis training.A first experience in an engineering company • Office software Word, Excel, Power Point, Outlook • Good knowledge of Pharma Engineering environment. Expertise in construction activity to address its specificity. Knowledge about accidents prevention and methodology. • Feels deeply concerned about HSE role and the need for close daily supervision of activities supported by methodology and procedures; able to take the lead in his expertise field with leadership recognition
