Report to Senior Manager-HR (Heads of Departments and all Employees about Health, Safety and Environment function)
Key Responsibilities • To take responsible for development & implementation Company HSE Policies & Procedures. • To take responsible on Enforcement of all HSE regulations as specified by the Government are in place and strictly observed. Propose and recommend necessary changes to the Sr. HR Manager prior implementation. • To take responsible and accountable for smooth and efficient management of HSE function including of tasks and assignments to be performed by HSE department. • To monitor operational process/ procedures at Mill and Port, provide corrective action, if necessary. • To establish machinery safety/ protection plan in conjunction with Heads of Departments to eliminate potential hazard/ accident. • To review and investigate potential hazards within premises and propose corrective action. • To conduct investigation on labour accidents, propose corrective action & ensure implementation of action plans agreed. • To ensure daily plant inspection audit is conducted and follow up/ corrective action is implemented accordingly. • To monitor housekeeping and organization within plant and request for action if necessary. • To take Enforcement of Personal Protective Equipment (PPE) among the employees. • To develop and implement effective Fire Fighting Procedure, Evacuation Plan, maintenance of fire fighting equipments etc. to ensure safety • To establish good and close working relationship with Local Authority such as: Fire Station, Hospital, Labor Safety Department and others related to HSE activities. • To monitor and work closely to ensure compliance to Vietnam Environment Regulation, waste discharge, water treatment plant, air quality, and noise level. These includes safe keeping of chemical (i.e.: storage system and safety standard etc.) • To take responsible to organize regular meeting with Safety Volunteers to update latest safety programs, roles and tasks etc to ensure effective coordination and support when required. • To participate actively in’s Labour Safety Council Meeting and ensure follow up and implementation agreed/ approved by Labour Safety Council, work closely with Labour Safety Council Chairman in executing legal obligation as required by Vietnam Labour Code. • To develop and implement effective HSE training and awareness programs; Liaise with external authority in organizing seminar, training programs for employees in conjunction with Training Section (Human Resource Dept.). • To take responsible for efficient and effective supervision and management of HSE team members. • To produce HSE reports to the Sr. HR Manager & Group on weekly/monthly basis on Lost Time Injuries (LTI) and overall operation of HSE Department. • To organize regular dialogues and meetings with Supervisors, Team Leader to re-enforce safety parameter and their responsibilities. • Other tasks and responsibilities assigned by the Sr HR Manager.
• University degree • English fluently: Toeic required: 600 • Good in computer (Ms Office, Excel, Powerpoint, AutoCad) • 5 years experience in HSE Supervisor role. • Legal knowledge and updates on HSE • Practical HSE problem solving skills • HSE Situational planning skills • Evacuation and HSE planning • Time Management, teamwork, communication skills, problem solving
